Semantic Annotation is formalizing unstructured data in the form of a Knowledge Base. The Crowd can be used to perform Semantic Annotation and turn all the unstructured data into a structured Knowledge Representation.

Annotation can be accomplished with Reification so that Facts are annotated with the source of information.

The Crowd is formed from different people. Some of these people would be from academia in early stages of PhD (namely doing Literature review), or Researchers doing systematic Literature Review, or Researchers doing meta-analysis study. These people would appreciate a tool that provides the following capabilities:

  • Citation collection tool (and if citation collection at the same time is semantic annotation - the better)
  • Citation querying tool (and if one could Query through Papers annotated by other people - the better). If a Query would provide various formats, e.g. aggregation, tables or lists, diagrams - the better.
  • Reference management (or an integration with reference management tools like JabRef)

Literature Review is a standard for PhD students. During a 3 years long PhD Project they spend at least four month reading and analyzing literature. With a tool that allows to annotate and query data from the Literature, and especially to re-use other people Annotations, this could significantly reduce time and reduce one of the boring parts of PhD Projects.

In addition to that, there is meta-analysis, when people use Bayes theorem to combine data from a few sources (Papers) and provide more generic results, for example for drug treatment studies.

There is a Research method called a Systematic Literature Review, when people spend up to a year doing through Literature review. This review only can provide MRes (master by Research) degree.

Therefore, we would have people in the Crowd who would not mind to annotate scientific publications. So we should focus on how to motive them to do annotation, and do complete annotation (instead of partial one), and do more than required for their Research.

The concept of Data Credits should be studied for this purpose. It can be accomplished as one or a couple of PhD projects done in Collaboration with universities well-respected for their contributions to Economics Theory.

Outsourcing Research pieces to other universities would significantly improve the scientific strength of a Research Project. The EU consistently tries to strengthen social connections between EU countries. The countless visiting students for example. Therefore, a Research Project that incorporates:

EU with all these international studentship programs, is trying to tie up the youth form different ER countries. Therefore, a Project facilitating (i) international (within EU) academia Research, and (ii) international Crowd Collaboration (with leading part to EU people) would have higher chances to win funds than one-university Project.
