Change - URIs in the Semantic Web

In the Semantic Web tThings are described with the help of URIs that are constructed in the way like the URIs in wWorld wWide wWeb are constructed. Sometimes it need to be refereed to things or rResources that do not have an URI up to now. Therefore one has to come up with an URI. For this it shall be obey to a few rRules for example, avoid overlaps and always use your own wWebsite to specify iInformation about yourself. Also enable documentation that are at the same place as the rResource referred to. It is not sufficient to create an URI, one shall also describe the object. It need to be provided a rResource with a rRepresentation of iInformation for dDocumentation. ¶

What if a URI for a resource does not exist? ¶

Define a URI by yourself: ¶

* Separate URI for resource (Designatum) and its documentation (Designator) via URI references (i.e. via "#" fragments) or Content Negotiation
