Competence Questions help defining the Domain of the Ontology and should be answered by the Knowledge represented in the Ontology.
Competence Questions might change during Ontology Development Process, because first of all the world is changing and secondly the Knowledge about a Domain is changing. Therefore one might come up with other kind of Questions that should also be answered. One develops a better understanding of the Domain while developing the Knowledge Representation and the Ontology.
