Competence Questions might change during Ontology Development Process, because first of all the world is changing and secondly the Knowledge about a Domain is changing. Therefore one migth come up with other kind of Questions that should also be answered. One develops a better understanding of the Domain while developing the Knowledge Representation and the Ontology.
