Dating back in the 80s there were usually a few huge Research Centres and a small number of large volume Projects. Now, there is a large number of Research Centres/Institutes/Groups/Organisations and a larger number small volume Projects. Research takes order (that damages plans). Planning itself produces plans. Researching operates on a fire-fighting basis. Delivering information finally orchestrates the orders, but this may damage further discoveries.
